The Children and Youth with Special Health Care Needs (CYSHCN) Program at the NYC Department of Health and Mental Hygiene is committed to improving health outcomes for children and youth with special needs. An estimated 1 in 6 children has a special health care need in New York State, and many families—especially those in underserved communities—face major challenges accessing services (CDC, 2024). These include difficulties with insurance, language barriers, or long waitlists for developmental evaluations.
